This is a thermoelectric module a.k.a a thermoelectric generator or a peltier module. Thermoelectric modules are capable of creating a temperature differential via the Seebeck or Thermoelectric effect(see https://en.wikipedia.org/wiki/Thermoelectric_effect).

A complete peltier assembly generally consists of a heatsink on both sides as well as fan on each side. When power is applied one side should cool rapidly and the other side will heat up rapidly. The device should be capable of generating a temperature differential of about 66 degrees C(dependent upon peltier assembly construction).
