It is a development/breakout board for PIC32MX250F128D. All pins of PIC32MX250F128D are connected to headers at 2.54 mm pitch that is well suited in bread boards. It is pre-programmed as a "bootloader + pickit 2".

Why did you make it?

It is to promote DIY electronics as well as PIC32MX programming.

What makes it special?

Besides of a breakout board, it can also be a standalone gadget. Provisions for USB connector dedicated headers make it a programmer of PIC32, or a programmer of atmega, or a usb-to-ttl bridge. Firmwares are available at github.
