If you already have an Arduino board and don't need the on-board microcontroller, just connect 5V, GND and feed the Neopixel data into the DAT pin.
The pixels are connected to the 'DAT' pin on the breakout board. If you place an ATmega168/328 chip onto the board, this is 'PB0' in AVR notation, 'digital pin 8' in Arduino lingo. Adafruit's NeoPixel lib. ("strandtest" example) is initialized like so:
Adafruit_NeoPixel strip = Adafruit_NeoPixel(8, 8, NEO_GRB + NEO_KHZ800);
