It works similar to a relay that allows you to cut the battery power and activate it by times. In the TPL5110 you can set a time between 100 ms to 2 hours.
The interesting thing about this device is that when it is off it only consumes 35 nA, a very small current. This means that when you power an Arduino with batteries, you can save a lot of energy.
For example, if you have a weather station with a NodeMCU that takes measurements every hour, in the idle or power-saving state you can consume between 1 mA and 6 mA during the idle hour. With this component you reduce this consumption to 0.000035 mA.
