It lets you put a PowerSSOP-32 IC with 0.65mm pin pitch on a breadboard. The thermal pad goes all the way through with vias, so it can be soldered with a soldering iron by wicking solder through from the back - no reflow required!
This board is roughly equivalent to Chip Quick part number IPC0093 - but much cheaper and open-source!
