Device is not recognized by Windows and don't work!

The device is either defective and is not recognized by windows as a USB device and the seller is refusing to refund my shipping cost after the device have been returned.
The full story:
I ordered the SigmaLink USBi programmer by the start of COVID-19 so shipping took forever. Two months past and I finally got my package.
I plugged the programmer in the USB port of my stationary PC and was met with a Windows info box stating that the device could not be recognized!! I thought it might be a cable issue, even though I bought a new cable for this programmer. I managed to get another cable and was yet again met with the same message. Testing with USB2 and USB3 ports did not change anything.
I thought it might be something with the PC, but no. After getting the same message from 3 different laptops with Windows 7 and 10 I have to conclude that this is a hardware issue. I did try to install the drivers from freeDSP but no luck, the issue remained the same. After testing with two different new cables, and with a powered USB hub I have to conclude that this is not a cable or power issue as all the tested equipment works with my other USB devices.
I have now returned the device and bought the original Analog Devices USBi programmer instead.
After more than 30 messages back and fourth with the seller I am still waiting to get the shipping refunded. I asked for a complete refund of my original order and was even willing to cover the return shipping myself, but was told to SUE the guy if I wanted the shipping covered as he claims to be unable to reproduce my hardware issues. This is such a ripoff. Save yourself the trouble and just get the Analog Devices programmer instead of wasting time with this junk.

This customer has encountered a case of unresolved hardware incompatibility since the item turned back fully working on my test benches. While I am more than happy to help resolve the problem, since it is impossible to test on all platforms exhaustively, I am not allowed to bend the store policy that denies all shipping refunds unless there is a demonstrable and reproducible quality defect.
